1. Reasons for the goods themselves

2. Agent or owner's own reasons

(1) The complete information of the goods is not standardized and incomplete: The agent or the owner of the goods themselves fill in the information and documents incomplete, such as the product quantity is incorrect, the product name is randomly written (such as the product itself is a shoe, the name of the declaration is written on clothes), the declared value is not consistent with the actual value of the goods (many sellers have had such a practice, in order to let the recipient pay less tax or exempt from paying tax, the declared value of the goods is reported lower, However, if it is too low, it will attract the attention of customs and cause delays in customs clearance). If the commercial invoice is incomplete, the sender needs to provide a new and complete commercial invoice.


(2) Logistics transportation: in order to save freight and earn the freight difference of the recipient, the seller chooses the logistics transportation channel with cheap price and long transportation time, the cheaper the price, the longer the transportation time, the slower the customs processing speed, and the easier the goods are to lose the package.



3. Customs reasons

(1) Customs routine inspection: Customs routine inspection of goods, if your goods are checked, you can only wait, do not need the recipient to provide any assistance, routine inspection can be completed in 1-3 working days, if the customs thinks that the goods are no problem, it will be released.


(2) Taxation: The customs believes that the declared value of your goods does not match the actual value, and the recipient needs to clear the customs. If your declared value is consistent with the value of the goods, but the customs thinks it is different, in this case, you can take the value of the goods to clear the customs. If the declared value of your goods does not match the actual value, underreport or overreport, and the customs checks, the recipient needs to pay the customs duty.


(3) Black customs: some countries and regions of the customs is relatively black, in order to make money, even if your goods do not have any problems, he will give you taxes, that is, do not give you customs clearance, wait for you to pay the tax and then give you over.



4. Recipient cause

(1) Unwilling to pay taxes: the goods need to pay taxes, the tax is too high or the tax has exceeded the value of the goods itself, the recipient is not willing to pay high taxes, do not pay customs clearance, the goods are stored in the customs office, until the clearance period is up, the customs auction or return.


(2) The recipient does not have the relevant documents: for example, the recipient does not have an import license, and the recipient cannot provide the required customs clearance documents, resulting in the delay in customs clearance of the goods.


(3) cheater buyers: Some foreign cheater buyers, in order to get the goods for free, deliberately do not clear customs, do not pay taxes, so that the goods have been placed, and then deal with the seller on the tax issue. Or do not sign for the goods, because they know that the freight for returning the goods is very expensive, the sender is unwilling to return, the recipient told the sender to return the goods, so as to have a reason to say that they want to get the goods free of charge. Or buy more than one product at a time, choose the logistics transportation of the small package series, we all know that the small package transportation is slow, the logistics information is slow or even no information, and the fraud buyer can tell the sender that he did not receive the goods and ask for a refund even if he received the goods.



5. Other reasons

(1) Environment: such as customs strikes, port workers strikes, airport workers strikes, logistics staff strikes; Or the occurrence of natural disasters or wars.


(2) Policy: The customs clearance speed of some countries is relatively slow, the clearance efficiency is slow, and the clearance procedures are cumbersome and complex, such as Brazil. Or the corresponding national policy, the customs clearance must be how to clear, how to clear.
